Resubmitted iOS App fails to upload be cause it is missing 64-bit support

If the iTunes Store is suddenly rejecting your App because it lacks 64-bit support it is likely that you created an archive while you have a 32-bit device (like an iPod Touch) attached to your computer. This is common if you use a physical iOS device for debugging purposes. Unplug all devices, re-archive, and try uploading again.
